Round up or down

I am trying to create a formula (time) that will round up to the nearest 15 minutes, so 9999002000000 for on the hour, 9999002900000 for quarter after, 9999003800000 for 00:30, and 9999004700000 for quarter till. 

 

I want a button that when I click it, it will increase the data/time record 1 hour from now, but round up to the nearest 15 minutes. I just need assistance with the rounding portion of it.
