Is there a LOCAL database API?

REST API for the hosted solution is awesome.  What about for LOCAL databases?   For example.. Assume Clients are maintained via the "Custom CRM" template database (with workflow etc)..   Assume Projects are maintained via the Projects template database.  I know I can export / import between the two.. but what about the Project database linking to the Client database to look up Clients so we may track Client Projects?

    This is only possible if the databases are stored in a server enviroment.
